Windows not genuine error (0x8007000D)

I keep getting a message telling me that windows is not genuine and my background has disappeared. I tried doing a system restore and this worked but the next time I turned on my laptop it was again saying that my copy of windows is not genuine. I am on an hp laptop that I bought nearly 3 years ago and it has been working fine until now.

A while ago my microsoft office programs stopped working and while trying to sort that problem, I think I may have caused this one. I'm not sure if this is related but while trying to solve the first program, one suggestion I read involved the device manager, but when I checked this it was empty?! I'm sure it shouldn't be. Please can someone help me with both problems.
