ShutDown the Systems when No User Found or Logged In

Hello ,

I Work for a Corporate Company where my Colleagues Tend to Logoff the Systems without Shuttingdown the Systems

where it is waste of Power(Electricity)

So Pls can anybody suggest a script or program  so that  the Computer Shutdowns Automatically after the User LogsOff
