Prevent external USB mass storage devices using Registry

To prevent access of external usb storage devices, I have changed registry value USBSTORE start value from 3 to 4. & set the permissions to USBSTORE hive to everyone > Deny. But after some days the settings will revert automatically & the can access usb storage devices. This is happed with windows 7 only
