My taskbar is in autohide mode. It usually works properly. But if I put WMC in full-screen mode and then back to window mode, and then move the mouse to the bottom of the screen (before doing anything else) to make the taskbar appear, then the taskbar is behind other windows that happen to share the lowest part of the screen, rather than on top of them as it usually is.
