Cryptographic Services fail to initialize the catalogue database

This error occurs several times within the same second.   I am surprised that I am getting these errors when I have just replaced the hard drive and run the recovery discs.  This is the first time the computer has been on since it was repaired. I had my old files recovered.  Could there be something contained in there or is there a memory other than the hard drive?  

Can anyone help?
