"Windows cannot access the specified device, path or file. You may not have the appropriate permissions to access the item."

I am running Windows 7, just started getting this error maybe a week ago. I am the administrator. I get this error whenever I try to run Microsoft Security Essentials and Windows defender. I have already looked at permissions, they are fine. There is no"Unblock" button in properties. There is no other antivirus software, but I do have Malwarebytes, which I downloaded after I started to get this error in order to scans for any malware. It gives me C:\Windows\system32\config for folder location, and C:\Program Files\Microsoft Security Client for program location. I see the exe file there, but when I try to run that it tells me "C:\Program Files\Microsoft Security Client\msseces.exe The specified path does not exist check the path and then try again." I tried uninstalling MSE but they system tells me I don't have permssions to do so, same thing in Safe Mode. I have tried everything in Safe Mode but nothing changes.
