Window 7 backup error 0x81000010

I set the backup to run and the drive filled up.

I went to "Manage Space" and I get the error You must be logged on as an administrator to perform this task. (0x81000010).

I can restore but can't create any new backups.  I ran SFC and check disk with no errors.

I am joined to a domain and am a local administrator to my machine.

I tried some of the other posts with secpol and adding my user to the backup rights also creating the rights in AppLocker.

No changes.
