Windows 7 Doesn't Recognize all of a 4 TB Drive

I have been trying to partition a 4 TB internal disk drive but the Windows 7 Disk Manager only recognizes 1677.90 GB on the drive.  The drive is unformated and unallocated.  I have set the Partion Style to GPT and am only using the drive as a data drive (no operating system).  Everything that I have read suggests that I should be able to see all of the disk drive.  I want to partion the drive into 3 volumes approximate 1.3 TB in size.

I am running Windows 7 Home Premium SP1 64-bit.  The manufacturer has a suggestion that the accesible capacity may be limited to 2 TB depending upon how my system is configured but no further explanation is provided.  Please provide any suggestions as to what system configuration may limit the access and what I can do to change it.  The manufacturer also suggests that the Intel ICH9 SATA driver does not support capacities greater than 2.2 TB and that the latest Microsoft drivers must be used to gain access above this limit.
