laptop don't appear to run properly after restart?

So I was trying to update my computer a couple days ago. I got the updates downloaded and installed, and proceeded to do a restart to finish it. But when I tried to, it said that the computer failed to configure the updates. So I looked online on the Microsoft site, and it said to update Windows through a safe mode. So I went into safe mode, and only later realize that Windows Update don't work in safe mode. So I did a normal boot after that, and then I found my computer running weirdly. Everything seem fine up to me logging into my laptop. But then I noticed that the Microsoft Essential Security icon on my toolbar is red with an X on it. I tried to turn it back green, but it said the process timeout. So I wasn't able to turn on the real-time protection thing. 

Then I noticed that the wifi/cable/internet icon on the lower right display a blue circle in it. Normally, it should be spinning if it was trying to connect to a network, but mine isn't spinning...it kind of just froze there and I cannot click on it to see available networks. However, I am able to get on the internet fine, but don't know why the network icon display a blue ring that doesn't go away or even show some spinning. Yet, when I try to download something from the webs...I don't appear to be able to. I can download a file/program, but then it won't show up when I click on the download manager to install it.

My last issue is that some of my programs that normally show up after I log into my laptop don't show up or activate when I log in now. So don't know if this is caused by my safe-mode boot or something else (hard drive, drivers, etc).

I went into safe-mode a couple times to figure out what went wrong, but couldn't see any differences. I tried to reinstall my Windows Updates 5 or 6 times without any success so far.
