Program Launch with Task Scheduler

I'm attempting to launch a program via Task Scheduler.  While there are many such programs to do so, most won't allow me to launch at a specific times 'including seconds.'  Task Scheduler will allow for this, however, when I launch the program, it comes up in a seemingly default manner and non-functional.  Perhaps associated configuration files are not being taken into account.
