SD cards ask to be formatted but they aren't damaged

Hello, 

I have 2 computers running Windows 7 Enterprise 32 bit that whenever you put in an SD card it says it needs to be formatted.  I know the cards work because the error does not appear when they are used on other computers.  I can also go into disk management and right-click on them then choose explore and they work just fine.  I can also assign them a different drive letter and they work just fine.  The issue is that my users don't have admin rights so this is not a viable work around. 

Any suggestions?
