Cannot make a recovery disk with recdisc.exe

I tried to make a recoevery disc with recdisc. exe but I get an error
"There is no media in the CD\DVD drive The parameter is incorrect (0x80070057)"
This happens to me with a writeable CD or DVD loaded.
