Save File No Longer Lets Me Choose Where

When I download something off the internet, I am presented with the usual little window giving me the option either to open or to save it. It used to be, when I chose "Save", I had an opportunity to say where I want to put it. Now it simply saves it to my Downloads folder without giving me a choice in the matter.

A possibly related irritation is that now whenever I open the Downloads folder it pauses with a green progress bar for several seconds (seems like a full minute) - the same bar one sees when searching. But it's not searching for anything in particular on those occasions - I merely opened the folder. And for what it's worth, the folder has only 140 items in it, the largest of which is just half a meg.

Please help me return this function to what I regard as its normal mode of operation.

I have 64-bit Win 7.
