Devices not appearing in Autoplay under devices

I am having an issue where when I attach a USB device, such as a camera or an iPhone, to the computer it does appear as a device under Control Panel -> Autoplay.

This means that instead of an action, such as importing photos, being performed when the camera is plugged in - nothing happens.

The camera is installed successfully and appears in 'Devices and Printers' and  My Computer and I can right click and import photos.

I have done the following to try to resolve without any luck;

1. I have made sure that the Shell Hardware Detection Service is running. 
2. Reset the Autoplay settings to default
3. Created a new admin user, uninstalled the camera then attached the camera again
4. Checked the registry & GP settings as per http://www.computerperformance.co.uk/windows7/windows7_autoplay.htm
5. Double clicked the device in "Devices and Printers" and changed the general settings.

This is happening on two machines that I have recently rebuilt (and both did not have this problem prior to the rebuild).

I have another machine that is running the same OS (Windows Professional x64 SP1) that does not have these issues.

I have also compared the following registry key - "HKCU\Software\Microsoft\Windows\CurrentVersion\Explorer\AutoplayHandlers" and notice that on the machine where Autoplay works there is a subkey called "KnownDevices" with a subkey for each device that appears under Control Panel -> Autoplay, on the machines that autoplay does not work this does not appear.  

I have also compared the drivers that are installed by for the camera, and they are identical on the machine that works and the ones that don't

The only other things that I can think of that might be relevent is when I did the rebuild I used the Easy Transfer Wizard to migrate the settings and info across from the old PC, and I used Ninite to install the following software;

I really don't want to have to rebuild again... has anyone got any ideas?
