Windows 7 Adding input languages

Hello,

I have deployed Windows 7 Pro (x86) in the workplace, and I was planning  to add input languages (Chinese, Japanese, Korean, French, German, etc) to all the users. For those Asian Inputs, I downloaded IME Language packs since it applies to the computer (any user logs onto the computer, gets the languages in the language bar) and the rest of languages, I was using GPO to change/add registry values (HKCU\Keyboard Layout\Preload\), it applies when the user logs on but the languages appear when the user logs on second time. (since the registry values are NOT applied when updated/created), so the users need to log on to a computer  twice. 

Is there any way to add languages in the language bar when the user logs on at the first time?

Any Comment, recommendation would be really appreciated.
