Event Viewer Fails after .NET Framework 3.5.1 July 9, 2013 Security Updates

Anyone find a final answer for this.    I have Windows 7 Enterprise x64 SP1.  

Following the July 9th 2013 KBs for .NET 3.5.1 Security update (KB283394, KB2840631, and KB2844286) Event Viewer Fails with the following:

     MMC could not create the snap-in.
     Name: Event Viewer
     CLSID: FX:{b05566ad-fe9c-7a4cbb7cb510}

Task scheduler fails similarly, as does Norton Ghost 15 (I assume because Ghost uses .net Framework or Task Scheduler).

I can replicate this 100%, and backing out to a system image (with Ghost) prior to these KBs makes the problem go away.   The .Net Framework 4.0 security updates don't bother anything.

Also, when I run the .net framework verification tool, it works before these KB's but fails afterwards.

Any help would be greatly appreciated.   Have tried all of the standard .NET updates, fixes, verifications, uninstalls, reinstalls.
