Under XP, when you went to Device Manager and looked under "Sound, Video and Game Controllers", there were two entries: Audio Codecs and Video Codecs.
Doing Properties on either of those would list the codecs installed.
Under Windows 7, and Vista, this feature no longer exists under the Device Manager.
Does it exist somewhere else?
