devicemetadata-ms file not created when installing printer

Hi:

I had to reinstall my Windows 7 pro 64-bit. After I installed the printer (Epson Tx525 all-in-one) , I realized that its metadata info page was missing in windows control panel, although the device does work fine.

So I copied the xxxxxxxx.devicemetadata-ms file from another PC to my C:\ProgramData\Microsoft\Windows\DeviceMetadataStore\en-EN folder and now I got it working again, as it did in the previous windows installation.

My questions is :

why the devicemetadata-ms file was NOT created when I installed my all-in-one this time?  was the WMIS server down?  or maybe I had to install firstly all windows updates?
