We have an issue with some Windows 7 SP1 computers (Server is windows server 2008) where they do not apply GPO's with the below error :
The processing of Group Policy failed. Windows attempted to read the file \\pmacs.wa.edu.au\sysvol\pmacs.wa.edu.au\Policies\{31B2F340-016D-11D2-945F-00C04FB984F9}\gpt.ini from a domain controller and was not successful. Group Policy settings may not be applied until this event is resolved. This issue may be transient and could be caused by one or more of the following:
a) Name Resolution/Network Connectivity to the current domain controller.
b) File Replication Service Latency (a file created on another domain controller has not replicated to the current domain controller).
c) The Distributed File System (DFS) client has been disabled.

1. Its only happening on some computers. Some computers in the same OU work fine.
2. Nothing has changed on DC and as above, most are working fine.
3. Its a different GPO if we delete the link to the current one, goes one level up and the above GUID is for Domain Policy.
4. Can browse the Gpt.ini and there are no permission issue. As above its a different one each time. Can nslookup domain FQDN as well.
5. Always wait for network is ticked.
6. Reboot or rejoin to domain didn't help.
7. Debug on GPO shows the below error :
