Can't Format Drive

I have two internal hard drives on my windows 7 computer. One of them is very low on memory, so when I start up my laptop, it forces me to go on my old hard drive that is just my old desktop with old files. On each drive, I have one desktop, both with different things. On my other drive is the main desktop I use. I can't delete anything on my other drive because it says the media is "write protected" I've tried clearing readonly on cmd, but it still says it's write protected. Even when I try to format it to clear it, it says it's write protected. I'm stuck on this old drive desktop and I have no memory on my other one, I've tried moving all my files to my external hard drive, and formatting my new one for memory, but it still says "it's write protected." Please someone help.
