Numlock stays on after shutdown

I've been running Win 7 Ultimate for a few months. About a week or two ago, the numlock light has been remaining on after shutdown, which is most annoying. A net search has shown this to be a problem for many people, and there literally has been no valid solution posted. And of course, once the system HAS been shut down, pressing numlock has no effect because there is no power to the keyboard controls. And yes, I can unplug the keyboard and plug it back in, and numlock stays off.

My desktop BIOS is current, all of the "on wake" bios events are disabled. There have been no BIOS setting changes made, and numlock is initially set to be off in the bios.

I have tried 2 different keyboards, both have the same issue. When I boot on my XP SP3 drive, and shutdown, I do not have this problem at all. For the first few months on Win 7, this was also not a problem.

The registry value for the initial display side is set to 2, so that windows turns numlock on when booted... and it *used* to turn off when the system was shutdown. By the way, I never "sleep" or "hibernate" the system. I have checked the power settings section, and shutdown IS the choice.

Any suggestions? :)
