Can't delete folders because a file is in use

We're migrating to Windows 7, and we keep having users get folders on their desktops, usually of pictures, that they cannot delete because it says a file is in use.  Any ideas how to fix this so they can delete the folders?

We have users desktops redirected to a network share, although I don't think that really matters in this scenario.
