Windows 7 - no welcome screen, no desktop icons or start menu, just background picture

Hello, we have bought a new computer with Windows 7 Home Premium and have been having trouble loading up when turning it on. After the black Windows screen, 50% of the time it doesn't give the blue welcome screen but goes straight to our desktop background - without icons, start menu or mouse cursor. If I press CTRL+ALT+DLT the screen goes black. After resetting, I can start it in safe mode and usually after 10 mins if I shut it down for 10 mins and then restart it will start fine. We don't have a log in, and I have taken it back several times to the place where we bought it, but it doesn't do it in the shop. We have tried a new cord, new powerboard and plugging it directly into the wall.  There is nothing in the Action Centre, but quite a few messages in the Event log in the Diagnostics - Performance Operational area (if this helps).  I have disabled our screen saver (the computer doesn't 'come back' after this has been on- same screen - just background picture, no icons, no start menu, no mouse) and I have changed the desktop display to one of the Sample ones. I have run our anti-virus and spyware with no result.  Any advice would be much appreciated!
