2 general question about performance and BSD

hi.

1-- if the harddisk drive or the partition on which the OS is installed is full 90%,will that slow the computer performance?

2-- I know that hardware malfunction or driver malfunction wil cause BSD, but my question is wil defect or damaged harddisk drive wil cause a BSD which I don't  give a chance?
