Run-time error '339'

I am trying to play a game, but when it starts to load I get Run-time error '339' MSWINSCK.OCX not registered or missing.

I attempted to run RegSvr32 like you would in Vista, but I get this message:


Any ideas on how to go about fixing this? Thanks! :)
