We've got an issue with verbose mode login showing/stalling on "environmental policy" when machines are booting up. This completely random (from what we can see) and happens to about 15% of our machines. When it stalls it takes anywhere between 15 mins -2 hours to get a Cntl-alt-del login. We have about 900 machines in an educational institution all running Win 7 Ent with 2008 R2 DCs. Our setup is handled by separating each lab/area into VLANS. All machines run the same image with different layered apps in different areas. The machines will eventually work fine and during the course of a year it might only happen a couple of times to each computer.
We can't find anything at all in the event viewers (when the machine finally is able to log in) or anywhere else. One thing that we did find is if we hard reboot machine with network cable unplugged, we get to login screen right away but when logging in (even on built-in admin) it sits on "applying user settings". Being an education institution there could be anywhere from 50 to 1300 profiles on machines when it stalls (we use local profiles with domain creds. Policies are the same throughout all machines.
Anybody know another good place to look for a solution on this? Am I missing something in the event viewer? Anyone else having issues? Google searches return next to nothing.
