Hotkeys in certain applications do not function intermittently

Does anyone know of any tools/applications that can capture assigned hotkeys universally on Windows 7?  We have an issue were intermittently, CTRL + B, CTRL +H and CTRL + Y (and possibly other hotkeys) do not perform any function at all in Office applications. While this may be an Office issue, we are not sure because we are at a loss on how to troubleshoot this issue since it does not happen consistently.  Our only thought is that there is an application installed that is "hijacking" the hotkeys for some other function that we do not know about.  It is difficult to even make that assumption since this only happens intermittently.

We have this problem across all of our Windows 7 installations (laptop or desktop). Our users are unable to install applications themselves (user permissions only with UAC enabled) so I do not think its some sort of malware. Its possible that some other application we are installing may cause this but we cannot disable these functions for long periods of time on our users system. They need these tools in order to work.   However, it would be nice if there was an application out that can detect all the active hotkeys that are assigned.

Any assistance or thoughts would be helpful.
