ODBC driver connection utility Message

Working in my IDE VS 2013 or VS2010 as well as SSRS Report Builder 3, I have been getting the following error whenever I attempt to refresh my connection to a ODBC data source:

"ERROR [IM002] [Microsoft] [ODBC Driver Manager] Data source name not found and no default driver specified".

I am attempting to make a connection to a MSSQL Server 2005 instance, this instance runs all major applications and is function correctly.

To add to my confusion if I start either of these application with "Run as Administrator" I am able to add the ODBC connect and query the schema and data. Close that IDE re-open(not admin) it and attempt to reconnect to that ODBC I get the following message in my IDE:

"Failed to call the ODBC driver connection utility."

I have never had this problem before, I recently changed hardware but still working with the same OS and IDE. I'm hoping someone will have some idea how I can get my system to work where I don't need to run my IDE in admin mode just to be able to connect to my ODBC.

Another work around I found was that if I re-create the System DSN in ODBC Manager it will work with out needing to run my IDE in admin mode, however rebooting my computer will stop this from working and need me to re-create the entry.

Any assistance will be very much appreciated, this is quite a hassle.
