Permissions

I am running Win 7, 64bit, on an Acer Aspire laptop, all up to date.  I have installed BT's latest "Broadband Desktop Help", but when I attempt to run it I get the message,"Windows cannot access the specified device, path, or file. You may not have
the appropriate permissions to access theitem."

I've tried to reinstall and gain permissions, but to no avail.  How do I remedy this please?
