Whenever I try to open an application the blue loading circle appears for a few seconds then nothing.It doesn't appear on task manager either. I've tries using virus software to check if it was malware but no result. I recently formatted my hard drive to get rid of a corrupted windows 8 to install 7 home premium, and i think this is linked with the problem.
