Windows 7 "Offer Remote Assistance Helpers" Local Group not created on one PC

Hello

I have one windows 7 Enterprise client that does not create the "Offer Remote Assistance Helpers" local group, other PC's create the group OK. The PC receives policy and RSOP and GPRESULT show the policy being applied with no errors for the wining policy that enables the remote helpers group.

This means that a remote assistance session by an expert cannot connect if the avanced connection and computer name or ip address method is used, if the novice initiates or sends a token to connect, the session starts and remote assistance works.

I have tried the suggestion elsewhere on technet to no avail, I have enabled the Group Policy usermode logging and cannot see anything that immediately jumps out.

Any ideas???
