Non-Read-Only File Detected as Read-Only

When attempting to read a PST or overwrite files with Chrome, both complain of Read Only status on files that are NOT marked as read-only.  The files reside on a hard drive, the user has ownership and full permission, commandline attrib does not return R, A, or S on the files (they aren't hidden either), and I've tried giving Everyone full permission as well.  The administrator can painlessly edit the files, overwrite, etc, from explorer, notepad, and Word.

These files have been back and forth a lot.  Due to the nature of the user, they've seen XP machines, Vista machines, and back again.

I've had to solve this problem once before, but unfortunately I cannot find the solution.

It was something pertaining to a deprecated function, like "archival level", "backup level", "protection" and had levels such as high and low.  An attribute independent of the rest, that could be manipulated from the commandline, but I've forgotten its specific name and what it was.  The problem was specific,I think, to files migrated from XP, but trying to google search for XP file migration issues and read-only errors is hopeless due to all the noise.

Does anyone here know what I'm looking for?
