shortcut target string editing

How do I keep windows from editing my target string and adding quotes when creating shortcuts and adding quotes.

example;

I enter this  "C:\Program Files\MTS Sensors\ModbusConfig\ModbusConfig.exe" /F:1 to the shortcuts Properties, Start in:

I apply and ok the entry. When I reopen the properties it has this  

""C:\Program Files\MTS Sensors\ModbusConfig\ModbusConfig.exe" /F:1"

my program will not open its' additional functions with the quotes but it runs fine when opened from the run command
