Black screen with a cursor before login to network

We have a WAN with several hundred DELL Optiplex towers running Windows 7 PRo. These PC's that are all on a single AD domain. For the past several weeks we have had several users per day who are unable to login due to a dark screen with a moveable cursor before you can run CNTL, ALT DEL. The past few days this has increased to as many as 10 per day. Some we are able to restore and get working by running system repair, going to command prompt and copying the backup registry. On other PC's we cant boot to any option and we can only re-image the machine. We are running the latest Kaspersky anti-virus and it has found nothing. We run also manage the systems using Kaseya. We have been saving and examining the corrupted config files but have been unable to find anything conclusive. Can anyone suggest something I can install on my systems to help me examine this issue better? There is nothing in the event logs at that time I can see.
