programs (winamp) complain that "MSVCR90.dll is missing"; sfc /scannow reports that corrupt files are found, but unable to fix

So this problem started occurring about a week ago.  I haven't installed any new hardware, maybe a new program or two, but nothing of consequence.  Now winamp (and some other programs report this too) doesn't start because the MSVCR90.dll file isn't found.  I tried re-installing the Microsoft Visual C++ 2008 Redistributable and then run windows updated, but that didn't fix the solution.  Then I read how I can run "sfc /scannow" and this will fix the issue.  Well, sfc reports that it found corrupt files but cannot fix them.  Another step was to do a system restore, but I don't have any on my machine, and I can't make any new system restore points in windows, not that that portion will help with this issue.  Anyways, any insights on how to resolve these issues will be appreciated.
