USB 2.0 Devices not recognized BUT ONLY on 1st boot

Win 7 Home Premium 64 bit, 6.1.7601 SP 1 Build 7601, Gigabyte GA-X58A-UD3R, i7-960, 12gb mem,

I'm having a bizarre problem that I am assuming is a Windows problem.  Each morning when I power my machine up, it boots into Windows ok, but ALL the USB 2.0 ports are not functional.  ANY device I power up that is connected to ANY USB 2.0 port generates the error "USB Device not Recognized"  ALL USB 2.0 ports are not functional, including front & rear panel and header ports. All USB 3.0 devices function properly and plugging a 2.0 device into a 3.0 port functions properly.

Now here's the craziness -- Restarting causes everything to function properly.  After restarting all the USB 2.0 ports function as they should. 

I am completely mystified by this behavior.  It is consistent every morning when I power up my machine.  Does anyone have a clue to what's going on.  Thanks for your help.
