USB unable to enumerate keyboard, mouse

Hello,

I have a particularly strange situation going on with a computer and maybe someone here can think of a solution. I have a computer that suddenly stopped recognizing the keyboard and mouse, however a phone was able to charge off of the computer's USB ports. After restarting the computer and unplugging and moving the keyboard and mouse to another couple of USB ports, the keyboard started to work again immediately, but the mouse did not. I tried another mouse, but that did not work either. Figuring it was the keyboard that was causing the issue (it is an older one with USB ports on the back of it), I tried another, good keyboard and it did not work, even after restarting the computer. 

Here's where it gets weird. I tried booting to BiOS with the new keyboard and it would not, however the old keyboard was able to get into BiOS. Every time the new keyboard or mouse is plugged in and it does not work (it never worked), I plugged in a cellphone and it not only charged, but was recognized as a camera by the computer after a minute or so (which is normal behavior for this phone). On a hunch, I plugged the old mouse into the old keyboard's USB port and it worked immediately.

Any idea what is causing the computer to only want to use this particular keyboard and the only way mice work are when they are plugged into the keyboard's USB? I can confirm the new keyboard and mouse work on any other computer. My brain is melting out of my brain right now.
