Setting up registry key Shutdownwithoutlogon and CrashOnAuditFail problem

Currently we are having trouble with the registry keys Shutdownwithoutlogon and CrashOnAuditFail.

(1) We are now trying to disable the Shutdown button in Windows Logon Screen, we followed the instruction here: http://technet.microsoft.com/en-us/library/cc939855.aspx but it's not wokring. I know this is for Windows 2000, but I cannot find a Windows 7 reference from Microsoft. Is there any one know how to hide the Shutdown button in the Windows Logon Screen?

(2) We are trying to prevent auditable activities when the log is full by setting CrashOnAuditFail to 1. However, later on we found this link: http://www.itsecdb.com/oval/definition/oval/gov.nist.3/def/5000/Audit-Shut-down-system-immediately-if-unable-to-log-securit.html , it mentions that the CrashOnAuditFail is the same option as Audit: Shut down system immediately if unable to log security audits . We are not like to set the PC to Shutdown when the Audit log is full, but we cannot find any reference from Microsoft explaining this registry key. Is there any one know if it is true?
