Desktop background GPO leaves the BG black

Windows Server 2008 R2 Domain, Windows 7 Enterprise x64 client

I cannot get the Desktop background to display, all I get is either a black BG or the default Windows logo BG. I’ve seen multiple threads on here about this but I can’t get any of those suggestions to work.

I have Active Desktop enabled, Desktop Wallpaper enabled with a path to a .bmp located on the\\DomainController\Netlogon folder.  Everything from gpresult is correct and applied.

I have confirmed I do not have anything in the Ease of Access Center checked.

I tried to install hotfix  KB977944 but it says it was not applicable to my machine (Win7 and Win Svr 2k8).

If I right-click on the desktop and choose personalize I can see the correct wallpaper as an unsaved theme it just won’t show it on the desktop.

I think I can see the problem in the registry but I can’t fix it. The HKCU\Control Panel\Desktop\WallPaper key keeps getting set to \user\appdata\roaming\microsoft\windows\themes\transcodedwallpaper.jpg. I have deleted that file like other posts have suggested, ran gpupdate/force and rebooted and I get the same thing.

The 2 other reg keys I’ve seen referenced in some posts, HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\Sysems\Wallpaper and HKLM\Software\Microsoft\Windows\CurrentVersion\Policies\Sysems\Wallpaper are set to the correct values.

I also tried using a reg key GPO for HKCU\Control Panel\Desktop\WallPaper and it never gets applied. Gpresult says it’s applied but the registry shows the transcodedwallpaper.jpg path.

I have this same problem on the Win 7 client and the Svr 2k8 servers.

What am I missing?
