Startup Repair Offline

I turn on my laptop and then the Startup Repair popped up, so I give it time to scan. When I looked at it, it said that is wasn't working.

I hope you can find a solution to my problem. I have Windows 7 Ultimate 64-bit. I don't have the Windows 7 Ultimate Installtion CD, because it was already per-installed on my laptop. Safe Mode isn't working. I really don't know what to do.
