Win 7 reboot upon start

My friend had a virus on his computer. It is the one where the browser opens and tells him he must pay to turn this off. I ran malwarebytes and it did not help.

 

I decided to try to restore to a point prior to the incident. I started into safe more and chose to fix the os. I ran restore and found 3 restore points with one of them the day before the incident.

 

I chose that point and it tried to restore but after running for some time it said the restore was unsuccessful. At that point it allowed me to reboot and that's when things went from bad to worse.

 

Upon trying to reboot it showed the opening windows logo but immediately rebooted. I tried to reboot into safe mode and the same thing it just rebooted itself. No matter what I tried it just keeps rebooting itself.


Any idea what is going on and more importantly how to repair it? I the drive to my computer and I can access the drive and the files are visible.

 

Interestingly when I connected the win7 drive to my win8 computer it tried to boot from the win7 drive. I had to remove the drive and install it in my external usb drive device. Only if I leave it off until I boot into win8 can I access it. If I try to leave it running, the computer will again try to boot from that drive. Any idea why this happens?
